Basically, if there is no way to contact an ISP to report abuse, then they are auto-blacklisted.

This is a standard DNSBL, the zone is bl.deadbeef.com, so 2.0.0.127.bl.deadbeef.com returns 127.0.0.2, and example.com.bl.deadbeef.com works too. So you can do IP or name based lookups on it.

If you are on the blacklist and want to get off follow these steps:

 
Check the Deadbeef Spam Contact database to see what your current contact information is. 
If it is wrong, then fix your DNS SOA record on your name server, and contact ARIN and fix the email address there, and update the email address in your whois record. 
Fix your mail server so that mail doesn't bounce. 
Register with Abuse.NET and list your abuse contact email address. 
Send an email to blacklist at deadbeef dot com, and ask to be removed if you don't get removed automatically
